Are $19.99 for 400 backlinks and 5 keywords legit or a scam?

I saw an ad on Facebook offering 400 backlinks and 5 keywords for $19.99. It feels too good to be true. Has anyone tried something like this before? Are these backlinks actually helpful, or are they a waste of money?

A while ago, I spent $40 on traffic, and while I got around 350 clicks per day, I didn’t see any registrations or sales. I’m wondering if cheap backlinks like these are worth it or if they’ll just hurt my site in the long run.
